What is now a large pile of dirt on the outskirts of Carter Lake is the first phase of a major commercial development. In September, Edward Owen, chairman of the board of Paxton & Vierling Steel Co. in Carter Lake, announced construction plans fora $1.5 million two-story office building on the outskirts of the city. The building, which will house headquarters of Owen Industries, Inc., is the first phase of development Owen has planned for 68 acres in the area. [Photo by Steve Glowacki]
