Council Bluffs Patrolman G.D. DeBoer waits Thursday afternoon for three youths to leave Bayliss Park after they apparently mistook the fountain for a self-service laundry. The youngsters were told if they wanted to "camp out" to use the facilities of Lake Manawa.
