Colorful improvements are proposed to give the city-owned Midlands Mall parking garage a less institutional image and make it more inviting to shoppers. New owners propose staining the upper level and support columns reddish-brown, addition of red tubular steel arches on the east and west ends and blue tubular steel structures at each parking entrance, banners on roof light fixtures, landscaping north of the garage and addition of blue tubular steel pylons topped by lighted yellow kites above each elevator and stair shaft.
