Madison Mall In Council Bluffs . . . as H. Lee Gendler and Irvin Gendler say the 65-acre shopping center will look when opened in 1975. Construction work on the $10 to $12 million first phase, to provide some 500,000 square feet of space for several "major" department stores and a score of smaller shops, is scheduled for early 1973, the Omaha brothers, who are the developers, said Tuesday. Terming Council Bluffs "one of the last major untapped markets," the project will provide some 3,000 parking spaces, and can be compared to Omaha's Crossroads center in size.
