Marily K. Colwell, president of the Greater Council Bluffs Board of Realtors, sees strengthening of the city's economic base, a portion of which spreads out behind her in the city's downtown area, and a corresponding decrease in property taxes--as a key element in the continued growth of Council Bluffs, one of only four major communities in Iowa that showed a population increase in 1987. Although real estate sales in the first quarter of 1988 were not as strong as those of the first quarter of 1987, Colwell and other members of the 150-member association are optimistic that interest rates comparable to those of a decade ago will spur continued growth here throughout the remainder of the year.
