Description

Miss Council Bluffs . . . Marilou Joyner cuts ribbon to signify the Interstate segment open to traffic. Watching are Mayor Ferris, Mayor Moss, Joseph Coupal, director of highways, Mayor Jackson, and Mayor Knadle. Miss Joyner had to cut the ribbon with a knife provided by one of the more than 200 people at the ceremony. Someone forgot the scissors. West Monona High School band played at the ceremony.
