Workmen for Dugdale Construction Co. lay steel in preparation for paving of the half-mile link that will complete the Interstate Highway necklace around Council Bluffs. Paving at the Union Pacific Railroad underpass will probably start Thursday. Opening of the underpass will allow non-stop interstate travel from Hamburg to near Brookings, S.D.
