Council Bluffs Changing Scene--This photo was taken before 1900 by the late Dr. F.W. Dean. It looks north from the top of Gibraltar, a high cliff just east of Abraham Lincoln High School. Dr. Dean lived in the house at lower left, which faced Turley Ave., foreground. Third Street, at left, and High School Avenue, top, were neither paved nor heavily populated.
