Donald LaPointe Sr. (left), chairman of Nebraska's Santee Sioux Indian tribe, and Richard Kudrna, chairman of the board of Harveys Resort Hotel and Casino of Stateline, Nev., presented an 18-page proposal outlining plans for a proposed $67 million hotel-casino in Council Bluffs to the City Council Monday night. Developers see City Council support of the proposal as essential in overcoming resistance from Iowa Gov. Terry E. Branstad and Secretary of the Interior Manuel Lujan.
