Inside The Shelter . . . construction laborer Willard Stultz, 1624 Fourth Ave., works at the intake end of the big concrete tube that carries water from Mosquito Creek to Lake Manawa. Glen Durst, construction technician for the State Conservation Commission, said the contract is for $14,100 and will make for more efficient operation of the diversion structure.
