Western Iowa Pork Plant Near Harlan . . . owned by American Beef Packers, Inc., told the State Department of Health it would let contracts to improve its waste treatment facilities by Nov. 1, 1970. But nobody knows if it has done so and the president of the company couldn't be reached for comment. One company engineer said corrections are being made but 'It's our business."
