Dwaine Penner of the council Bluffs Savings Bank&#039;s real-estate loan department is CBBA treasurer-elect.  The garden area at the intersection of 16th Avenue and South Main Street was a CBBA project.  Members of the organization have been involved in several Council Bluffs improvement projects.
