Dorothy Smith of U.S. Rep. Jim Lightfoot&#039;s office presented an American flag.  Funds for the plaza were donated by Council Bluffs Savings Bank and the Council Bluffs Business Association. Dodge, an instigator of the project here; William Knox, chairman of the Low Rent Housing Agency; Congressman William Scherle, R-Iowa; Guy Birth, representative of the Housing and Urban Development office; and Robert Sklare, general contractor and project developer, all helped in the groundbreaking ceremony.
