Ruesch, who ousted Councilman David Tobias, carried all but the 15th and 16th Precincts.  Ruesch tied with newcomer Patricia Jones in the 23rd Precinct, behind Tobias.  Jones carried only the 15th Precinct in her bid for the council.  Charles N. Gross, who was re-elected, carried the 7th, 8th, 9th, 10th, 11th, 12th, 13th, 18th, 20th and 22nd precincts, while Tobias carried the 1st, 2nd, 3rd, 4th 5th, 6th, 14th, 15th, 17th, 19th, 21st and 23rd precincts.  Voters in the 16th Precinct selected Gross and Tobias from the field of four candidates.]]></dcterms:description>

    <dcterms:description><![CDATA[If 1952 Flood Happened This Year . . . this chart, prepared by the U.S. Corps of Engineers, shows what would happen at Council Bluffs if the Missouri River flood of April 1952 were to happen today. Because Fort Randall is now impounding water, the crest here would have been 21.7 feet - well under the maximum for the levees - instead of the 30.2-foot stage the city did experience. With all main stem dams in operation, the flood would have been cut to under 12 feet. Flood stage here is 19 feet - the point at which water laps at the levees.]]></dcterms:description>
