There are currently no sidewalks on either side of Madison Avenue--a heavily-traveled route to the Mall of Bluffs--and pedestrians have worn paths in the lawns of residents along the street.  Council action on the petition could lead to a city policy on assessing property owners for sidewalk improvements.]]></dcterms:description>

The building was still unfinished at this time and had not been completed in December, 1857, when it became the property of the State University of Iowa, which had been founded in 1847, only two months later than the beginning of Iowa statehood.
