And to prove the point and promote community awareness of the handicapped, Police Chief Nick Sulentic attempts to cross the street as a blind person while Mayor Joseph B. Katelman, with a real cast on his leg, pushes his wheelchair across.  Fire Chief Norm Elgan also feigned a handicapped person and attempted to walk up the steps and into City Hall as a cerebral palsy victim. ]]></dcterms:description>
