The wheel-shaped facility actually includes seven buildings plus a covered arena. Two of the buildings--the wheel's 'Spokes"--will be constructed in May and hopefully be ready for occupation by this year's fair in August. Other buildings will be added on as money becomes available, eventually forming the center arena. The buildings will be open for use by other organizations throughout the year. Another portion of the 80-acre site will be developed into a camping area, making the new fairgrounds a year-round facility. The total concept will probably take about 15 years to complete.</text>
