In September, Edward Owen, chairman of the board of Paxton &amp; Vierling Steel Co. in Carter Lake, announced construction plans fora $1.5 million two-story office building on the outskirts of the city. Paved walkways and wooden bridges facilitate pedestrian traffic around the lake which was formed as an ox-bow of the Missouri River when the river&#039;s channel shifted back in 1888.  The shift left a 1,236-acre chunk of Iowa on the Nebraska side of the river, which the U.S. Supreme Court decided remained in Iowa&#039;s possession. Pumping equipment inside the station is located in deep concrete pits, well below floor level, and would be put out of service should water reach inside the plant. Supt.
